The center carries out its cultural and educational activities on the basis of: the Charter of the municipal state-owned enterprise “Historical and Cultural Center of the First President” of the Department of Culture, Archives and Documentation of the Karaganda Region, approved on October 31, 2013 by order No. 286 of the state institution “Department of State Assets and Procurement of the Karaganda Region.
